In a large mixing bowl, combine the flour, sugar, cocoa powder, baking soda, and salt.

Make three wells in the dry ingredients. Pour the vinegar into one well, vanilla extract into another, and vegetable oil into the third well.

Pour water over everything and mix until smooth.

Pour the batter into the prepared pan and smooth the top.

Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
