Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

In a medium bowl, combine the all-purpose flour, cocoa powder, baking powder, baking soda, and salt. Set aside.

In a large mixing bowl, cream together the unsalted butter and granulated sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with buttermilk. Mix until just combined.

Stir in the hot water until the batter is smooth. Divide the batter evenly between the prepared cake pans.

Bake for 30-35 minutes, or until a toothpick inserted into the center of the cakes comes out clean. Remove from the oven and let cool in the pans for 10 minutes. Transfer the cakes to a wire rack to cool completely.

In a small saucepan, heat the heavy cream until it just begins to simmer. Remove from heat and pour over the semi-sweet chocolate. Let sit for 1 minute, then stir until smooth. Let the ganache cool for 10 minutes.

In a mixing bowl, beat together the powdered sugar, softened butter, and vanilla extract until light and fluffy.

Place one cake layer on a serving plate and spread a layer of chocolate ganache on top. Place the second cake layer on top and frost the top and sides of the cake with the buttercream frosting.

Drizzle the remaining chocolate ganache over the top of the cake. Refrigerate for at least 1 hour before serving.
