  1. Preheat the oven to 350°F (175°C). Grease a 9-inch square baking pan.
  2. In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking soda, and salt.
  3. Make a well in the center of the dry ingredients and add the vegetable oil, applesauce, vanilla extract, vinegar, and water. Stir until well combined.
  4. Fold in the chocolate chips.
  5. Pour the batter into the prepared baking pan and spread it evenly.
  6. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove from the oven and let it cool in the pan for 10 minutes. Then, transfer to a wire rack to cool completely.
  8. Cut into squares and serve.
