Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking dish.

In a medium bowl, whisk together the flour, baking powder, and salt.

In a large bowl, mix the melted butter, granulated sugar, and brown sugar until well combined. Add the eggs and vanilla extract, and mix until smooth.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Fold in the chocolate chips.

Pour the batter into the prepared baking dish and spread it evenly. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.

While the cake bars are cooling, prepare the salted chocolate glaze. In a small saucepan, heat the heavy cream until it just begins to simmer. Remove from heat and add the chopped chocolate. Let it sit for a minute, then stir until smooth.

Pour the glaze over the cooled cake bars, spreading it evenly. Sprinkle with sea salt flakes.
