Preheat the oven to 350°F (175°C). Grease a 9-inch round cake pan.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients. Mix until just combined.

Spread the canned cherries evenly on the bottom of the prepared cake pan. Sprinkle the chocolate chips over the cherries, followed by the brown sugar.

Pour the cake batter over the cherries and smooth the top with a spatula.

Bake for 40-45 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cake to cool in the pan for 10 minutes, then invert onto a serving plate.
