  1. Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, baking soda, and salt.
  3. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually add the dry ingredients to the butter mixture, alternating with buttermilk. Mix until just combined.
  5. Stir in the hot water until the batter is smooth. Pour the batter into the prepared pan.
  6. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove the cake from the oven and let it cool in the pan for 10 minutes. Then transfer it to a wire rack to cool completely.
  8. To make the chocolate ganache, heat the heavy cream in a small saucepan until it begins to steam. Remove from heat and add the chopped chocolate. Stir until smooth and glossy.
  9. Pour the ganache over the cooled cake, allowing it to drip down the sides. Let it set for 30 minutes before serving.
  10. Dust the cake with powdered sugar before serving, if desired.
