  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the softened butter and granulated sugar until light and fluffy.
  4. Beat in the eggs, one at a time, followed by the vanilla extract.
  5. Gradually add the dry ingredients to the butter mixture, alternating with the sour cream and milk. Mix until just combined.
  6. Melt the chocolate chips in the microwave or using a double boiler.
  7. Pour half of the cake batter into the prepared pan. Drizzle half of the melted chocolate over the batter. Swirl the chocolate into the batter using a knife.
  8. Repeat with the remaining batter and melted chocolate.
  9. Bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.
