In a mixing bowl, combine all-purpose flour and baking powder. Set aside.

In another bowl, whisk together sugar, eggs, vegetable oil, water, and vanilla extract.

Gradually add the flour mixture into the wet ingredients, stirring until well combined.

Pour the batter into a greased cake pan.

Steam the cake over high heat for about 25 minutes or until a toothpick inserted into the center comes out clean.

Remove the cake from the steamer and let it cool for 10 minutes.

Once cooled, remove the cake from the pan and serve.
