  1. Preheat the oven to 325°F (160°C).
  2. In a large mixing bowl, whisk together the cake flour, sugar, baking powder, and salt.
  3. In a separate bowl, whisk together the vegetable oil, egg yolks, water, and vanilla extract.
  4. Gradually add the wet ingredients to the dry ingredients and whisk until smooth.
  5. In another bowl, beat the egg whites and cream of tartar until stiff peaks form.
  6. Gently fold the beaten egg whites into the batter until well combined.
  7. Pour the batter into an ungreased tube pan and smooth the top.
  8. Bake for 40-45 minutes or until a toothpick inserted into the center comes out clean.
  9. Remove from the oven and invert the pan onto a cooling rack. Let it cool upside down for about 1 hour.
  10. Once cooled, run a knife around the edges of the pan to release the cake.
  11. Serve and enjoy!
