Preheat the oven to 200°C (400°F). Boil the potatoes until tender, then mash them with butter and milk. Set aside. In a separate pan, sauté the onion and carrots until softened. Add the flour and cook for 1 minute. Gradually add the fish stock, stirring constantly until thickened. Add the fish fillets, shrimp, peas, dill, lemon juice, salt, and black pepper. Cook for 5 minutes. Transfer the fish mixture to a baking dish and top with the mashed potatoes. Bake for 30 minutes or until golden and bubbling. Let it rest for 10 minutes before serving.
