Rinse the quinoa under cold water.

In a saucepan, bring the water to a boil. Add the quinoa and simmer for 15 minutes, or until the water is absorbed.

In a large bowl, combine the cooked quinoa, egg, cheddar cheese, Parmesan cheese, green onions, minced garlic, lemon zest, salt, and black pepper. Mix well.

Shape the mixture into patties and coat each patty with breadcrumbs.

Heat the olive oil in a skillet over medium heat. Cook the quinoa cakes for 3-4 minutes on each side, or until golden brown.

In a small bowl, mix together the mayonnaise, lemon juice, and mashed roasted garlic to make the aioli.
