Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking dish.

In a mixing bowl, combine the grated carrots, flour, baking powder, cinnamon, nutmeg, and salt.

In a separate bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.

Pour the batter into the prepared baking dish and smooth the top. Bake for 35-40 minutes or until a toothpick inserted into the center comes out clean.

Remove the cake from the oven and let it cool for 10 minutes. Using the handle of a wooden spoon, poke holes all over the surface of the cake.

Pour the sweetened condensed milk over the cake, making sure it seeps into the holes. Let the cake cool completely.
