  1. Preheat the oven to 350°F (175°C). Grease and flour a 9x9-inch baking pan.
  2. In a large bowl, combine the grated carrots, flour, baking powder, baking soda, ground cinnamon, and salt.
  3. In a separate bowl, whisk together the vegetable oil, granulated sugar, brown sugar, eggs, and vanilla extract.
  4. Gradually add the wet ingredients to the dry ingredients, mixing until just combined. Fold in the chopped walnuts.
  5. Pour the batter into the prepared baking pan and smooth the top. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.
  6. Remove the cake from the oven and let it cool in the pan for 10 minutes. Then, transfer it to a wire rack to cool completely.
  7. In a small bowl, whisk together the powdered sugar and milk to make the glaze. Drizzle the glaze over the cooled cake.
  8. Slice into squares and serve.
