Preheat the oven to 350°F (175°C). Grease and flour a bread loaf pan or prepare a muffin tin.

In a large mixing bowl, combine the carrots, raisins, eggs, oil, sugars, and vanilla extract. Mix well.

In a separate bowl, whisk together the flour, baking soda, baking powder, cinnamon, nutmeg, and salt.

Gradually add the dry ingredients to the carrot mixture, stirring until just combined.

Fold in the walnuts.

Pour the batter into the prepared pan or muffin tin.

Bake in the preheated oven for 45-50 minutes for bread or 20-25 minutes for rolls, or until a toothpick inserted into the center comes out clean.

Remove from the oven and allow it to cool on a wire rack for 10 minutes. Then, remove from the pan and let it cool completely.
