  1. Preheat the oven to 350°F (175°C).
  2. In a mixing bowl, combine grated carrots, all-purpose flour, brown sugar, softened butter, egg, vanilla extract, baking powder, cinnamon, nutmeg, and salt. Mix well.
  3. Stir in chopped walnuts and raisins.
  4. Drop spoonfuls of the dough onto a greased baking sheet.
  5. Bake for 12-15 minutes or until lightly golden brown.
  6. Allow the cookies to cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
  7. In a separate bowl, mix cream cheese, powdered sugar, and lemon juice until smooth.
  8. Spread the cream cheese frosting on top of each cookie.
