In a medium bowl, whisk together the flour, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the flour mixture to the butter mixture, alternating with the milk. Begin and end with the flour mixture. Mix until just combined.

In a small bowl, mix together the ground cinnamon and powdered sugar.

Pour half of the batter into the prepared cake pan. Sprinkle half of the cinnamon-sugar mixture evenly over the batter. Pour the remaining batter over the cinnamon-sugar layer and sprinkle the remaining cinnamon-sugar mixture on top.
