  7. Gradually add the milk, mixing until the batter is smooth.

  9. In a separate bowl, mix the hot water and remaining cocoa powder until smooth. Pour the mixture over the cake batter.
  10. Bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.
