Preheat the oven to 180°C (350°F).

In a large pan, cook the ground beef over medium heat until browned.

Add the onion, carrot, peas, beef stock, tomato paste, Worcestershire sauce, thyme, and garlic to the pan. Cook until the vegetables are tender.

Meanwhile, boil the potatoes in a separate pot until soft. Drain and mash with butter, milk, salt, and black pepper.

Transfer the meat mixture to a baking dish and top with the mashed potatoes.

Bake in the preheated oven for 30 minutes or until the potatoes are golden brown.

Let it rest for 10 minutes before serving.
