Preheat the oven to 350°F (175°C). Grease a 9-inch square baking dish.

In a medium bowl, mix together flour, 1/2 cup brown sugar, baking powder, and salt. Stir in milk, melted butter, and vanilla until smooth. Fold in pecans. Spread evenly into the prepared baking dish.

In a small bowl, combine remaining 1/2 cup brown sugar and boiling water. Pour over the batter in the baking dish.
