Gradually add cold water while mixing until the dough comes together. Shape the dough into a ball, cover with plastic wrap, and refrigerate for 30 minutes.

On a lightly floured surface, roll out the dough to a 1/8-inch thickness. Cut out 4-inch circles using a round cutter.
