Preheat oven to 350 degrees F (175 degrees C). Grease and flour two 9-inch round cake pans.

In a medium bowl, whisk together cake flour, baking powder, and salt.

In a large bowl, cream together butter and sugar until light and fluffy. Beat in eggs one at a time, then stir in vanilla. Beat in the flour mixture alternately with the milk, mixing just until incorporated.

Pour batter into prepared pans. Bake in the preheated oven for 25 to 30 minutes, or until tops spring back when lightly tapped. Cool 15 minutes before removing from pans to cool completely on wire racks.

In a small saucepan, heat cream until bubbles form at edges. Remove from heat; add chocolate chips and stir until smooth. Let cool completely, then beat until soft peaks form.

Split cake layers horizontally, spread 1/3 of the filling on one layer, replace the top layer and repeat. Frost sides with remaining filling. Refrigerate until serving. Sprinkle with powdered sugar before serving.
