  1. In a medium saucepan, bring water to a boil. Add raisins and simmer for 5 minutes. Drain and set aside.
  2. In a large mixing bowl, whisk together flour, baking powder, cinnamon, nutmeg, cloves, and salt.
  3. In a separate bowl, cream together butter and granulated sugar until light and fluffy. Add eggs one at a time, beating well after each addition. Stir in vanilla extract.
  4. Gradually add the dry ingredients to the butter mixture, alternating with milk. Fold in the boiled raisins and chopped walnuts.
  5. Pour the batter into a greased and floured cake pan. Place the pan in a large pot with enough boiling water to reach halfway up the sides of the pan.
  6. Cover the pot and steam the cake on medium-low heat for 1 hour.
  7. Remove the cake from the pot and let it cool for 30 minutes.
  8. Dust with powdered sugar before serving.
