Sift the flour, cocoa powder, and baking powder into the saucepan. Mix well.

Gradually add the milk and vanilla extract, stirring until smooth.

Bring a large pot of water to a boil. Place a heatproof bowl or cake tin on top of the pot, creating a double boiler.

Pour the cake batter into the heatproof bowl or cake tin. Cover with a lid or aluminum foil.

Steam the cake for 30 minutes or until a toothpick inserted into the center comes out clean.

Remove the cake from the double boiler and let it cool for 1 hour.

Invert the cake onto a serving plate and top with whipped cream and chocolate shavings.
