Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a large mixing bowl, combine flour, granulated sugar, baking powder, and salt. Cut in the cold butter until the mixture resembles coarse crumbs.

In a separate bowl, whisk together the egg, milk, and vanilla extract. Add the wet ingredients to the dry ingredients and mix until just combined.

Spread half of the batter into the prepared cake pan. Top with cream cheese and powdered sugar. Spoon the remaining batter over the cream cheese layer. Sprinkle blueberries on top.

Bake for 40 minutes or until a toothpick inserted into the center comes out clean. Allow the cake to cool in the pan for 10 minutes before transferring to a wire rack to cool completely.
