  1. Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round baking pan.
  2. In a large bowl, mix together flour, sugar, baking powder, and salt. Cut in butter until mixture resembles coarse crumbs.
  3. In a separate bowl, beat together egg, milk, and vanilla. Stir into flour mixture until just moistened. Gently fold in blueberries.
  4. Pour batter into prepared pan. In a small bowl, mix together brown sugar and cinnamon; sprinkle over batter.
  5. Bake in preheated oven for 40 to 45 minutes, or until a toothpick inserted into the center of the cake comes out clean. Allow to cool before serving.
