In a large bowl, combine flour, sugar, baking powder, and salt. Cut in butter until mixture resembles coarse crumbs.

In a separate bowl, whisk together milk, egg, and vanilla extract. Add to the flour mixture and stir until just combined.

Gently fold in blueberries. Pour batter into the prepared pan.

In a small bowl, combine brown sugar, cinnamon, flour, and butter. Sprinkle over the batter.
