  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs, one at a time, then stir in the vanilla extract and blue food coloring.
  4. Combine the buttermilk and vinegar in a small bowl. In a separate small bowl, dissolve the baking soda in water. Add both mixtures to the batter and mix well.
  5. Gradually add the dry ingredients to the batter, mixing until just blended. Divide the batter evenly between the prepared pans.
  6. Bake for 25 to 30 minutes, or until a toothpick inserted into the center comes out clean. Cool in the pans for 10 minutes, then remove from the pans and cool completely on wire racks.
  7. Once the cakes are completely cooled, frost with your favorite cream cheese frosting or buttercream frosting.
