Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking dish.

In a large bowl, combine the flour, sugar, baking powder, and salt. Add milk, melted butter, and vanilla extract. Mix until well combined.

Pour the batter into the prepared baking dish.

In a separate bowl, dissolve the blue-raspberry gelatin mix in boiling water. Stir in cold water.

Slowly pour the gelatin mixture over the cake batter. Use a spoon to gently swirl the gelatin into the batter.

Bake for 40 minutes or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the cake cool for 10 minutes. Then, refrigerate for at least 1 hour.
