Preheat the oven to 350°F (175°C). Grease and flour a 9-inch square baking pan.

In a large bowl, combine the all-purpose flour, granulated sugar, brown sugar, baking powder, baking soda, salt, cinnamon, nutmeg, and cloves.

Cut in the unsalted butter until the mixture resembles coarse crumbs.

In a separate bowl, beat the egg, canned pumpkin puree, vanilla extract, and buttermilk.

Gradually add the wet ingredients to the dry ingredients, mixing just until combined.

Pour the batter into the prepared baking pan.

In a small bowl, combine the all-purpose flour, granulated sugar, brown sugar, cinnamon, and unsalted butter for the crumb topping. Mix until crumbly.

Sprinkle the crumb topping evenly over the batter.

Bake for 40-45 minutes, or until a toothpick inserted into the center comes out clean.
