  2. In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.
  3. Add the onion, carrots, peas, beef broth, Worcestershire sauce, and garlic to the skillet. Cook until the vegetables are tender, about 10 minutes.
  4. Meanwhile, peel and chop the potatoes. Boil them in a large pot of salted water until tender, about 15 minutes. Drain and return to the pot.
  5. Mash the potatoes with butter, milk, salt, and pepper until smooth.
  6. Transfer the meat and vegetable mixture to a 9x13-inch baking dish. Spread the mashed potatoes evenly over the top.
