Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt. Mix well.

Add eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until well combined.

Stir in boiling water, a little at a time, until the batter is smooth.

Pour the batter evenly into the prepared cake pans.

Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

Remove the cakes from the oven and let them cool in the pans for 10 minutes. Then transfer them to a wire rack to cool completely.

In a small saucepan, melt the butter over low heat. Add heavy cream and bring to a simmer.

Remove the saucepan from the heat and add the chocolate chips. Stir until the chocolate is melted and the mixture is smooth.

Let the chocolate ganache cool for about 10 minutes.

Place one cake layer on a serving plate and spread a layer of chocolate ganache on top.

Place the second cake layer on top and spread the remaining ganache on top and around the sides of the cake.
