Preheat the oven to 160°C (320°F).

Season the beef short ribs with salt and pepper.

Heat oil in a large ovenproof pot and sear the beef short ribs until browned on all sides. Remove from the pot and set aside.

In the same pot, sauté the onions, carrots, celery, and garlic until softened.

Stir in the tomato paste and cook for 1 minute.

Return the beef short ribs to the pot and add the beef stock, Worcestershire sauce, thyme, and bay leaves.

Bring to a simmer, cover, and transfer to the preheated oven. Cook for 2-3 hours or until the beef is tender.

While the beef is cooking, prepare the mashed potatoes. Boil the potatoes until tender, then drain and mash with butter and milk. Season with salt and pepper.

Once the beef is cooked, remove the pot from the oven and shred the meat. Discard any bones and excess fat.

Place the shredded beef and onion mixture in a baking dish and spread the mashed potatoes on top.

Bake in the oven at 200°C (400°F) for 20-30 minutes or until the mashed potatoes are golden and crispy.

Let the cottage pie rest for 10 minutes before serving.
