  1. Preheat the oven to 375°F (190°C).
  2. In a large bowl, combine flour, salt, and black pepper. Toss the beef stew meat in the flour mixture until coated.
  3. Heat vegetable oil in a large skillet over medium heat. Add the coated beef stew meat and cook until browned on all sides. Remove the beef from the skillet and set aside.
  4. In the same skillet, add onion and garlic. Cook until softened.
  5. Add beef broth and Worcestershire sauce to the skillet. Bring to a boil and simmer for 5 minutes.
  6. Add the browned beef stew meat back to the skillet. Stir in the frozen mixed vegetables.
  7. Transfer the mixture to a 9-inch pie dish.
  8. Place the pie crust over the filling and seal the edges. Cut slits in the crust to allow steam to escape.
  9. Bake for 35-40 minutes, or until the crust is golden brown.
  10. Let the pot pie rest for 10 minutes before serving.
