  2. In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the milk, vegetable oil, and vanilla extract to the dry ingredients. Mix well until the batter is smooth.
  4. Stir in the boiling water. The batter will be thin, but that's normal.
  5. Pour the batter into the prepared cake pan.
  6. Bake in the preheated oven for 30-35 minutes or until a toothpick inserted into the center comes out clean.
  7. Remove from the oven and let the cake cool in the pan for 10 minutes.
  8. Transfer the cake to a wire rack to cool completely.
  9. Once cooled, frost the cake with your favorite frosting or serve as is.
