  1. Preheat the oven to 350°F (175°C) and grease a donut pan.
  2. In a large bowl, whisk together the flour, cocoa powder, baking powder, salt, and shredded coconut.
  3. In a separate bowl, whisk together the sugar, milk, vegetable oil, egg, and vanilla extract.
  4. Pour the wet ingredients into the dry ingredients and stir until just combined. Fold in the chocolate chips.
  5. Spoon the batter into the prepared donut pan, filling each cavity about 2/3 full.
  6. Bake for 12-15 minutes, or until a toothpick inserted into the donuts comes out clean.
  7. Remove from the oven and let the donuts cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.
  8. In a small bowl, whisk together the powdered sugar and coconut milk until smooth.
  9. Dip each donut into the glaze, allowing the excess to drip off. Sprinkle with toasted shredded coconut.
  10. Let the glaze set for 10 minutes before serving.
