Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a large bowl, combine the grated carrots, flour, baking powder, cinnamon, nutmeg, and salt.

In a separate bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually mix in the dry ingredients alternately with the milk, starting and ending with the dry ingredients. Fold in the chopped walnuts.

Pour the batter into the prepared cake pan and smooth the top. Bake for 40 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cake to cool in the pan for 10 minutes, then transfer it to a wire rack to cool completely.

Once cooled, dust the top with powdered sugar before serving.
