  1. Preheat the oven to 200°C (400°F).
  2. In a large saucepan, cook the beef, onion, and garlic over medium heat until the beef is browned. Drain any excess fat.
  3. Stir in the tomato paste, Worcestershire sauce, and beef stock. Bring to a simmer and cook for 10 minutes.
  4. In a separate saucepan, melt the butter over medium heat. Stir in the flour until smooth. Gradually whisk in the water until the mixture thickens.
  5. Add the thickened flour mixture to the beef mixture and stir well. Remove from heat and let it cool for 10 minutes.
  6. Cut the puff pastry sheets into circles that will fit into the bottom and top of your pie tins.
  7. Line the bottom of the pie tins with the puff pastry circles. Fill each tin with the beef mixture. Place another puff pastry circle on top and seal the edges.
  8. Brush the tops of the pies with beaten egg.
  9. Bake in the preheated oven for 20-25 minutes, or until the pastry is golden brown.
  10. Let the pies rest for a few minutes before serving.
