Gradually add the water to the flour mixture, stirring constantly until smooth and thickened.

Add the flour mixture to the beef mixture and stir to combine.

Place the puff pastry sheets over the dish, trimming any excess pastry. Press the edges to seal.

Brush the pastry with beaten egg.
