Preheat the oven to 375°F (190°C). Line a muffin tin with paper liners.

In a medium bowl, whisk together the flour, baking powder, salt, cinnamon, and nutmeg.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs, one at a time, then stir in the vanilla extract.

Gradually add the flour mixture to the wet ingredients, alternating with the milk. Mix until just combined.

Fold in the diced apples.

In a small bowl, mix together the brown sugar, flour, and butter until crumbly.

Spoon the muffin batter into the prepared muffin tin, filling each cup about 2/3 full. Sprinkle the streusel mixture over the top of each muffin.
