  2. In a large bowl, whisk together the flour, baking powder, salt, cinnamon, and nutmeg.
  3. In a separate bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
  4. Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Fold in the chopped apples.
  5. In a small bowl, combine the streusel topping ingredients: flour, brown sugar, cinnamon, and melted butter.
  6. Spoon the batter into the prepared muffin tin, filling each cup about 2/3 full. Sprinkle the streusel topping evenly over the batter.
  7. Bake for 20-25 minutes, or until a toothpick inserted into the center of a muffin comes out clean.
