Preheat the oven to 375°F (190°C) and line a muffin tin with paper liners.

In a large bowl, whisk together the flour, baking powder, salt, cinnamon, and nutmeg.

In a separate bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Fold in the chopped apples.

In a small bowl, combine the streusel topping ingredients: flour, brown sugar, cinnamon, and melted butter.

Spoon the batter into the prepared muffin tin, filling each cup about 2/3 full. Sprinkle the streusel topping evenly over the batter.

Bake for 20-25 minutes, or until a toothpick inserted into the center of a muffin comes out clean.
