  1. Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.
  2. In a medium bowl, whisk together the flour, baking powder, salt, cinnamon, and nutmeg.
  3. In a separate large bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy.
  4. Beat in the egg and vanilla extract.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the apple cider, beginning and ending with the dry ingredients.
  6. Stir in the red food coloring.
  7. Drop rounded tablespoons of batter onto the prepared baking sheet, spacing them about 2 inches apart.
  8. Bake for 10-12 minutes or until the edges are lightly golden.
  9. Remove from the oven and let the cookies cool on the baking sheet for 5 minutes before transferring them to a wire rack to cool completely.
  10. In a small bowl, whisk together the powdered sugar and enough apple cider to make a smooth frosting.
  11. Spread the frosting onto the flat side of half of the cookies.
  12. Sprinkle crushed Red Hot candies on top of the frosting.
  13. Top with the remaining cookies, flat side down, to create the whoopie pies.
