Preheat the oven to 325°F (165°C). In a large bowl, sift together the cake flour and 3/4 cup of granulated sugar. Set aside. In another bowl, beat the egg whites, cream of tartar, and salt until foamy. Gradually add the remaining 3/4 cup of granulated sugar and continue beating until stiff peaks form. Gently fold in the vanilla extract and lemon zest. Carefully fold in the sifted flour mixture in three additions, being careful not to deflate the egg whites. Transfer the batter to an ungreased angel food cake pan and smooth the top. Bake for 35-40 minutes or until the top is golden brown and the cake springs back when lightly touched. Invert the pan and let the cake cool completely. In a separate bowl, whip the heavy cream, powdered sugar, and lemon juice until soft peaks form. Slice the cooled cake and serve with the lemon cream and mixed berries on top.
