  1. Preheat oven to 325 degrees F (165 degrees C). Grease and flour a 9-inch round cake pan.
  2. Sift cake flour, baking powder, and salt together in a bowl.
  3. Separate egg yolks from whites in two separate bowls.
  4. Beat egg yolks and sugar together in a mixing bowl until light and fluffy. Add milk, vegetable oil, and vanilla extract; mix well.
  5. Gradually add the flour mixture to the egg yolk mixture, stirring until just combined.
  6. Beat egg whites and cream of tartar together in a separate bowl until stiff peaks form. Gently fold egg white mixture into the batter until just combined.
  7. Pour batter into the prepared cake pan.
  8. Bake in the preheated oven until a toothpick inserted into the center comes out clean, about 20 minutes.
  9. Remove cake from the oven and let cool in the pan for 10 minutes. Transfer cake to a wire rack to cool completely.
  10. Dust cake with powdered sugar before serving.
