Preheat oven to 325 degrees F (165 degrees C). Grease and flour a 9-inch round cake pan.

Sift cake flour, baking powder, and salt together in a bowl.

Separate egg yolks from whites in two separate bowls.

Beat egg yolks and sugar together in a mixing bowl until light and fluffy. Add milk, vegetable oil, and vanilla extract; mix well.

Gradually add the flour mixture to the egg yolk mixture, stirring until just combined.

Beat egg whites and cream of tartar together in a separate bowl until stiff peaks form. Gently fold egg white mixture into the batter until just combined.

Pour batter into the prepared cake pan.

Bake in the preheated oven until a toothpick inserted into the center comes out clean, about 20 minutes.

Remove cake from the oven and let cool in the pan for 10 minutes. Transfer cake to a wire rack to cool completely.
