  1. Preheat oven to 350°F (175°C). Grease and flour a 9x13-inch baking pan.
  2. In a bowl, sift together cake flour, baking powder, and salt. Set aside.
  3. In a large mixing bowl, beat egg yolks until pale yellow. Gradually add white sugar and continue beating until well combined. Add milk, vegetable oil, and vanilla extract. Mix well.
  4. Gradually add the sifted dry ingredients to the egg yolk mixture. Mix until just combined.
  5. In another mixing bowl, beat egg whites and cream of tartar until stiff peaks form. Gently fold the egg white mixture into the batter until well incorporated.
  6. Pour the batter into the prepared baking pan and smooth the top. Bake for 30-40 minutes or until a toothpick inserted into the center comes out clean.
  7. While the cake is baking, prepare the yema frosting. In a saucepan, combine condensed milk, evaporated milk, white sugar, butter, and vanilla extract. Cook over low heat, stirring constantly, until the mixture thickens and turns golden brown.
  8. Once the cake is done, remove it from the oven and let it cool for 10 minutes. Pour the yema frosting evenly over the cake while it's still warm. Allow the cake to cool completely before serving.
