Preheat the oven to 350°F (175°C). Grease and flour a 9x13-inch baking pan.

In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix well until smooth.

Stir in boiling water until the batter is thin. Pour the batter into the prepared pan.
