In a large bowl, combine flour, sugar, yeast, salt, cinnamon, and nutmeg.

In a small saucepan, heat milk and butter until warm. Add to the flour mixture along with the egg.

Mix until a soft dough forms, then knead for about 5 minutes.

Stir in raisins.

Cover the dough and let it rise in a warm place for about 1 hour, or until doubled in size.

Preheat the oven to 375°F (190°C).

Divide the dough into 12 equal pieces and shape each into a ball.

Place the balls on a greased baking sheet, cover, and let rise for another 30 minutes.

In a small bowl, mix powdered sugar, milk, and vanilla extract to make the icing.

Use a knife to make a cross on top of each bun, then bake for 15-20 minutes, or until golden brown.
